PD 449 does not leave the calendar open. A licensed cockpit fights on:
Sundays.
Legal holidays.
Local fiesta days, for not more than 3 days, set by local resolution.
Approved provincial, city or municipal fair, carnival or exposition days, also capped at 3 days.
It is explicitly barred on Rizal Day (30 December), Independence Day (12 June), National Heroes Day (30 November), Holy Thursday, Good Friday, any election or referendum day, and registration days.
Sabong Law Philippines: How RA 7160 Hands Licensing to LGUs
Sabong law Philippines-wide is not just PD 449 anymore. RA 7160, the Local Government Code of 1991, Section 447(a)(3)(v), authorizes a municipality to license cockpits directly and to regulate both cockfighting and the commercial breeding of gamecocks in its own jurisdiction.
